Court held that on the basis of seniority cum fitness test the petitioners redesignated as Lower division clerk should be appointed as upper division clerk. Such appointments shall be effective from the date they held to be so appointed. For the post of Superintendent, authorities should decide the date from which the promotions should take place. Also, the petitioners were entitled to consequential monetary benefits.
