High Court held appellant at par with respondents irrespective of fact whether they passed departmental examination or not. Appellant passed higher examination meant for the promotional post of Taluka Development Officer under Rules of 1979. Respondents failed to pass departmental examination under Rules of 1979. Rules of 1976 provided exemption to those who had passed relevant examination under Rules of 1976. Supreme Court held that exemption had no applicability to those candidates who have not passed examination under Rules of 1979.
