High Court disposed of matter following decision in another case where on basis of concessions made by Municipal Council. High Court issued directions to accommodate petitioners on adhoc basis. On appeal Supreme Court held that when Municipality had filed affidavit indicating that there were no vacancy High Court cannot issue mandamus indicating that a scheme had been prepared for absorption of employees like petitioners.
