As all the steps of petitioner to serve respondents through regular process and through High Commission of London and Hong Kong had failed, the order was passed to serve them through substituted service specifically by issuing public notice in a newspaper having circulation in London for IAs in arbitration petition no. 19 and 22 and by issuing public notice in a newspaper having circulation in Hong Kong for IA in arbitration petition no. 18.
