The Supreme Court is entertaining the petition under Article 32 of the Constitution. The Technical Employees Association of railway is assailing the validity of circular issued by the Railway Board which provides that the post of Khalasi the higher qualification of matriculation and ITI pass should be achieved. To maintain the efficiency of service the higher qualification is required for discharge of the duties in the higher position and therefore such qualification cannot be held to be arbitrary or irrational. So the Supreme Court does not find any infirmity with the impugned circular and accordingly the writ petition is dismissed.
