Under section 20A(1) of the Terrorists and Disruptive Activities (Prevention) Act 1987 prior approval of the District Superintendent of Police is necessary to record the information in regard to the commission of offence under the Act. Due to the conflicting views in two decisions rendered by Benches of coequal strength the Supreme Court directed the Registry to place the matter before the Hon'ble Chief justice of India for enabling a large Bench to hear the matter.
