1. We have heard learned counsel for the parties. This appeal is representative in nature and not by an affected person. As and when any affected person will come, the matter can be examined on merits. Since it is a representative appeal, we are not inclined to interfere.

2. The appeal is accordingly, dismissed. However, the questions of law shall remain open.
