2011 INSC 0161 SUPREME COURT OF INDIA Animal Welfare Board of India Vs. A. Nagaraja (R.V. Raveendran and A.K. Patnaik JJ.) 01.02.2011 ORDER 1. Mr. Raj Panjwani, learned senior counsel appearing for the Animal Welfare Board of India submits that in a short duration of five days from 15th to 19th January, 2011, in six legally licensed Jallikatu events, as many as 215 persons were injured and two died in conducting 'Jallikatu'. He also stated that in spite of clear directions by this Court that sufficient notice should be given to the Animal Welfare Board so that its representative could be sent as observer, several Collectors had entertained applications and granted permissions relaxing the period prescribed thereby making it difficult for the Animal Welfare Board to organise observers for the event. 2. Having regard to the high number of persons injured and two deaths in a short period of 4-5 days, the District Collectors are directed to strictly apply the provisions of the Act and the directions/guidelines issued by this Court. If the casualties continue unabated, more stern or extreme steps may have to be taken in regard to entire event. Be that as it may. 3. Mr. A. Mariarputham, learned senior counsel appearing for the State of Tamil Nadu seeks time to place the relevant material on record. He is permitted to do so. 4.
